In 1994, Congress and the Clinton Administration authorized the “Brownfields Tax Incentive to Speed Up Urban Cleanup, Redevelopment.”  Seeing success in the tax incentive, and realizing there were many more opportunities, in January 2002, the Small Business Liability Relief and Brownfields Revitalization Act was signed into federal law. By definition, Brownfields are “Real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.” Essentially, a Brownfield site is a property where re-development is impeded because of contamination, real or perceived. The key benefits of Brownfields redevelopment include:

  • The protection of public health and the environment through cleanup of commercial/industrial properties.
  • Slowing of “urban sprawl” by encouraging reuse of properties.
  • Increased tax revenues.
  • Use of existing infrastructure (e.g. roads, rail, water, sewer).
  • The creation of new jobs.
  • The revitalization of declining commercial/industrial based communities.

Over the years, PCEDC has successfully written and received grants through the EPA Brownfields Assessment Grants, Brownfields Revolving Loan Fund Grant, and Brownfields site-specific Cleanup Grants. PCEDC efforts have helped with identification of contamination on sites, cleanup and remediation work, and helped developers and our communities work together to bring life back into buildings sitting fallow. PCEDC operates a $1.4 million EPA Brownfields Revolving Loan Fund Grant and a $500,000 EPA Brownfields Assessment Grant.

A1: No, resumes are not included in the ten pages, the resumes can be supplemental to the 10 pages.

Q2: The RFQ states that “The firm will email this such that it is received by 5:00 pm est on Friday November 9th, 2022;” but the 9th is a Wednesday?
A2: We apologize for the error, the date is correct.  All submittals must be received by 5:00 pm est on Wednesday November 9th, 2022
