Angela Arno

Angela Arno is the Executive Director of the Piscataquis County Economic Development Council, where she leads county-wide efforts to strengthen the region’s economy, support local businesses, and advance sustainable development initiatives. With more than two decades of experience in community and economic development, Angela is known for her ability to connect people, ideas, and resources to create meaningful impact.  Angela is well-acquainted with the work and mission of PCEDC after serving on the board of directors for eight years previous to taking the lead role.

Prior to joining PCEDC, Angela served as Director of Programs & Events at the Maine State Chamber of Commerce, where she was responsible for designing, coordinating, and executing a robust portfolio of statewide events, forums, and educational programs. In this role, she worked closely with business leaders, policymakers, and community stakeholders to promote economic policy, foster business development, and address workforce challenges across Maine. Her work included organizing major annual events such as the Maine Leadership Summit and various policy briefings, which became vital platforms for collaboration between the private sector and government.

Angela also served as Executive Director of the Moosehead Lake Region Chamber of Commerce, where she played a key role in revitalizing tourism, supporting local businesses, and advocating for rural economic interests. Her experience in both local and statewide leadership positions has given her a comprehensive understanding of the economic challenges and opportunities facing Maine communities.

A resident of Piscataquis County, Angela is deeply committed to rural development, small business support, and community-driven progress. She brings strategic vision, hands-on leadership, and a passion for place-based economic resilience to her work every day.

 

Community Development Specialist
Kathy White

Kathy White serves as the Community Development Specialist for the Piscataquis County Economic Development Council, where she works to strengthen local communities through strategic planning, project development, and resource coordination. With a deep-rooted commitment to rural Maine, Kathy brings a wealth of experience in municipal leadership and community engagement.

Prior to joining PCEDC, Kathy served as the Town Clerk before being promoted to Town Manager for the Town of Brownville, where she led initiatives focused on infrastructure improvement, public service delivery, and economic revitalization. Her hands-on leadership and collaborative approach have earned her the respect of colleagues and community members alike.

A lifelong Mainer and resident of Sebec, Kathy is passionate about supporting sustainable growth, preserving local character, and helping communities thrive. She is known for her pragmatic problem-solving, strong relationships with local and regional partners, and dedication to the people and places of Piscataquis County.

 

Business Development Specialist
Jon Boynton

Jon Boynton serves as the Business Development Specialist for the Piscataquis County Economic Development Council. At PCEDC, he supports local entrepreneurs, attracts new investment, assists towns with their individual needs, and tackles workforce and broadband issues. Jon brings to PCEDC a passion for a strategic, data-informed approach to development, grounded in years of municipal planning and public engagement experience.

Before joining PCEDC, Jon was the City Planner for Belfast, guiding developers and the planning board through the permitting process. While also assisting the city with the housing crisis, active transportation, downtown redevelopment, and sustainable development initiatives. His work helped guide responsible growth while preserving the unique character of one of Maine’s most dynamic coastal communities.

Jon grew up in Greenville, and after graduating from Greenville High School, he studied Geography and Economics at the University of Maine at Farmington, focusing on economic and international development. Jon’s background combines technical expertise in urban and rural planning with a passion for community-based economic solutions. At PCEDC, he focuses on small business support, site development, and connecting businesses with the tools and resources they need to thrive in Piscataquis County.

A thoughtful collaborator and lifelong advocate for Maine’s communities, Jon is committed to fostering long-term economic resilience in one of the state’s most rural and promising regions.
